Napa County Shelter In Place/COVID-19 Resources

This afternoon, Napa County has issued a Shelter In Place order which takes effect on Friday and is to remain in effect until April 7. Details about the Shelter In Place order and COVID-19 resources can be found below. Additionally, comprehensive resources for employers and employees can be found below.

Farm Bureau leadership has worked to ensure that an ag exemption has been included in the Shelter In Place order. It is important to realize that agriculture is a unique industry given that plants are still growing and need ongoing attention and livestock continue to need to be fed and cared for. The ag exemption which has been created is detailed below. We are working to further clarify additional items in the exemption.

The Napa County Farm Bureau has been monitoring this situation very closely. We understand the impact that COVID-19 will have on businesses and families and we are working diligently with California Farm Bureau experts to ensure that everything possible is being done to protect ag businesses and ag families in Napa County. Agriculture is the heart and soul of Napa County and its economy and be assured that Farm Bureau leadership is working daily on your behalf to expertly represent your interests in these unprecedented times.

We encourage Farm Bureau members to contact us with any questions or concerns over the Shelter In Place order or COVID-19. We will continue working diligently to represent your families and businesses during this difficult time.

Immigration

In response to COVID-19, Monday night the State Department made an announcement that routine immigrant and non-immigrant visa services will be suspended starting March 18, 2020 until further notice, affecting the arrival of H-2A/B workers. Following the news, California Farm Bureau has reached out to USDA, the State Department and the White House requesting additional information. We have received confirmation from both Tijuana and Monterrey, Mexico’s consulates, that they intend to continue processing H-2A/B visas. Modifications will be made during this period, which include “interview waivers” for returning H-2A/B workers. Workers eligible for interview waivers include returning H-2A/B applicants whose visas have expired in the last twelve months and are now applying for the same visa classification and did not require a waiver the last time they applied for a visa. At this time, the consulates we have received word from (Tijuana and Monterrey) have indicated they will NOT be processing first time applicants at all. For more information, please click below:
